Six days after Charlotte authorities released gruesome video of 23-year-old Iryna Zarutskaโ€™s killing on the cityโ€™s light rail, Republican legislative leaders called a press conference to announce a crackdown that House Speaker Destin Hall said would โ€œprevent those things in the future.โ€ย

This week, the General Assembly plans to introduce that legislation.ย The Assemblyย obtained aย draft of the bill, which we published Sunday. Among other things, the draft bill restricts cashless bail and attempts to speed up executions. It also allows judges and magistrates to hold any defendant in jail without a hearing for up to three days for a mental health evaluation.

But as Jeffrey Billman and Michael Hewlett report, critics say most of the proposals would do little to prevent future tragedies like Zarutskaโ€™s killing. Tackling reforms that mightโ€”in particular, ensuring that the mentally ill get treatmentโ€”will be expensive and complicated.ย

Republicans have used Iryna Zarutskaโ€™s killing as a political cudgel. The Assembly obtained a draft bill that sends a tough-on-crime message. But critics say it reflects political posturing more than real solutions.

โ€œThis is a moment where the emotions of the case are heightened, and itโ€™s just critical that we assess what happened and make level-headed policy recommendations to prevent this in the future,โ€ said Tarrah Callahan, of the Raleigh-based groupย Conservatives for Criminal Justice Reform.
